Mandalay Bay, MGM Grand and Luxor are nice and affordable places to stay on the strip. As far as clubs go, LAX, Pure and Tao are the places to be seen. Most visitor to Vegas eat at buffets. Most hotels have them and the food is good and very affordable.

NyNy is pretty popular and the hotel and casino are pretty nice not to mention affordable. Great location too! Lots of people who party hang out at NYNY.
MGM Grand is nice but it's sooooo big. Everything is a distance away. But they do have clubs there and a huge casino! Food is ok but a little pricey.
Planet Hollywood is a little expensive because it's still one of the fairly newer hyped up hotels.
Out of the three, I would probably choose NYNY. Clubs are all over but this hotel will help you save money so you can splurge on your birthday activities.
I would say for a person turning 21 the best places are without your mom = Hard Rock Hotel, Planet Hollywood, Palms or the Rio. You will see alot of people your age in those casino and the cater to your age level..
Best places to eat = I like the cheesecake factory inside the caesars palace mall, N9NE steakhouse inside the palms casino. Del frisco which is one of the BEST restaurants in vegas..

The nicest properties on the strip are Wynn/Encore, Venetian/Palazzo, Bellagio, and the new CityCenter hotels Vdara, Aria, and Mandarin Oriental.
MGM and NYNY are mediocre. Planet Hollywood is a little nicer and has a wild party atmosphere so that's probably the best option.

You are right. MGM or Planet Hollywood will be a better experience than NYNY. Planet Hollywood would be my first choice because it is midstrip and across from the great view of Bellagio's fountains. Wynn/Encore , Venetian/Palazzo, or Bellagio or Four Seasons are the highest rated casinos in the city, but for someone age 21, I would say Mandalay Bay for the swimming pool, or Hard Rock Casino or The Palms. They are more geared to someone your age.
Expensive - but the "best" is the "Bellagio."

NO NO NO NO!! They are all WRONG!!! The best hotel in Las Vegas is called Wynn Las Vegas or Encore Las Vegas. They are connected. Trust me its the nicest.
